Managing occupational risks & critical shortage of OSH officers

Workers have been urged to sustain development and economic growth through managing occupational safety and health (OSH) in the workplace.
According to a study conducted by the International Labour Organisation in 2014, an estimated 2.3 million work-related deaths occurred annually worldwide.
Work-related diseases had accounted for 2 million deaths while the others were due to occupational accidents.
Human Resources Minister Datuk Seri Richard Riot said in Malaysia, there was a decreasing number of an industrial accident from the year 2010 to 2014. However, the first four months of this year saw an increasing trend in the number of industrial deaths.
He said a well-designed OSH management system could help to reduce accidents at work, increase efficiency, improve productivity, boost workers morale and enhance quality of products.


There is a critical shortage of occupational safety and health (OSH) officers in the country with only 1,000 of them to cater to four million workers, says Human Resource Minister Datuk Seri Richard Riot.
He said the number of workers increased each year but not technical OSH officers.
“The existence of OSH competent officers is important to deal with OSH challenges,” said Riot, adding that among the challenges were changes in technology, increased task complexity, and increased workload of Department of Occupational Safety and Health (DOSH) officers.
“There are only 1,000 officers to cater to four million workers from 173,000 workplaces registered with the department in 2016,” Riot said after officiating at the closing ceremony of Malaysian Technical Cooperation Programme 2016: Occupational Safety and Health Competency Management training here yesterday.
Despite the shortcomings, the ministry is targeting to lower the number of industrial accidents each year.
“In 2015, the number of accidents decreased to 38,753 cases compared to 49,598 industrial cases reported 10 years ago. Analysis reported that 7.24 fatal accidents occurred for every 100,000 workers and 4.77 accidents for every 1,000 workers in 2006,” he said.
Last year’s analysis showed a big decrease, recording only 4.84 fatal accidents per 100,000 workers. The rate of accidents per 1,000 workers went down to 2.81.





“I urge all stakeholders in Malaysia to work together to reduce the occurrence of industrial accidents.
“Safe workplaces will attract more foreign investments into the country because investors would likely invest in countries that have lesser industrial accidents so they can maximise their investments and reduce operation costs,” said Riot.

预防胜于赔偿职业安全健康与卫生为核心价值

工作伤害和职业疾病,时时刻刻,日日月月年年,重复上演。蓝领工场,伤亡之虞偏高,危机四伏

尽管在国际非政府组织的推动下,职业安全和卫生关注程度已成全球关注的议题之一,但真正有实际进展的,仅是少部分先进国家和地区,一些发展中国家虽将这项问题列为企业社会责任甚至是国家蓝图,却未见实际改善。

在我国,因雇主疏忽、剥削以及雇员欠缺意识和认知,加上劳工法权益保障不足等各种因素,工业意外和职场疾病,每年以20%至40%的幅度上升,尤以高风险的工业领域和外籍劳工处境,长期以来都是招致批评的议题。

根据全国职业安全与卫生机构所提供的数据,2008年我国只有515宗职业病的投报,到2012年却飙升至2113宗,平均每年增加20%至40%!制造业、运输、储存、人工处理程序及曝露在有毒化学物质等高劳工和高风险行业,情况最须关注。

《1994年职业安全与卫生法令》规定,雇主必须尽量保证雇员的安全和卫生福利,确保提供一个安全卫生的工作环境与制度。社会对职场安全的意识,确实提高了,但仅止于“知”,雇主“履行责任”的范围也只涵盖“职场内”。

表面看来,从2004年至2012年间,国内的职场工伤率下降了20%,从每1000人中就有5.84人受伤,减至每1000人中3.31人受伤。实际上,数字下降的只是工伤死亡人数,“暂时残疾”及“永久残疾”的人数依然上升。

社会保险机构的资料显示,到2013年,该机构共接获6万3578宗工伤意外投报,当中又有656宗是死亡意外,若以年龄层区分,35岁以下的上班族,工伤意外及通勤意外率占最多数。


人力资源部属下的全球职业安全及卫生机构(NIOSH),肩负推动社会醒觉和教育责任,提升劳资双方对职场安全和健康的关注和重视。



预防胜于赔偿

预防胜于赔偿。工伤其实是可以预防的损伤,绝大部分的案例都是人为疏忽所致。尽管社会对于职场安全和卫生意识已有所提升,相关的政府部门也非常关注工伤问题,但真正注重及做好职场安全管理的人仅是极少数。

因此,政府一方面长期举办工作坊、研讨会及各项活动,一再强调“职场安全及卫生管理是有利无害的长期投资,更不是增加成本的浪费”,提升雇主和雇员的安全意识,纠正及实践更好的职场安全及卫生系统,另一方面也通过执法行动,严惩触犯条例的雇主和雇员———软硬兼施,双管齐下。




安全健康为核心价值

全国职业安全及卫生机构主席丹斯里李霖泰强调,人力资源是一家企业最重要的资产,雇主必须关注与保护好这个特殊而珍贵的资产,并且将安全和健康是为企业的核心价值和文化。

他说,只有真正认知及注重这两项要素,拥有良好的管理策略和系统,才能确保生产力和竞争力长期维持。

工伤加剧劳力短缺工伤事故越高,医疗和赔偿数额就越大,还有生产力损失和社会保险体系负担的损失。最重要是,大多数的工伤人员,都是正当青年壮年,家庭的经济支柱,而这些都是市场最需要也最重要的劳动生产力。人力资源市场本就不足,工伤事故和职业病,导致员工提前退休和技术人员流失,加剧劳力短缺问题。

“企业不能将安全和卫生管理,视为没有盈利的成本或开销,当工人没有得到保障而发生意外或健康受损,生产力也将受影响,最终的损失者仍是企业本身,连带拖累负担庞大善后开支的政府。





工伤相关法律 OSHA与FMA

若要为我国职场安全和工业伤害的发展及转变寻找一个分水岭,《1994年职业安全及卫生法令》(Occupational Safety and Healthy Act1994,简称OSHA)是最大关键,将工业安全和职场健康的责任,从政府单方面的责任承担,转移到雇主和雇员身上,化被动为主动,带来颇大转变,也让工伤数字大幅度下降。


马来西亚环境与工业伤害顾问陈慧君指出,我国有关工业伤害与职场健康的法律主要有二,即《1967年工厂机械法令》(Factories Machinery Act1967,简称FMA),以及《1994年职业安全及卫生法令》,两者皆属马来西亚工业安全及卫生部(DOSH)管治。




重于执行却耗时耗力

她进一步解释,FMA只是涵盖制造业、建筑业、农业及矿石业四大工业领域,内容涵盖干净食水、休息空间、紧急机缘设施等应提供给工人的福利。不过政府却单方面承担执法和监督责任,工厂业者必须事先提呈文件及做好安全措施,而后经过执法人员现场勘查,确保符合条件之后,才核准有关申请。

“FMA着重于执行力,但却耗时耗力,消耗人力和实际所需不成比例,最重要的是,厂商若不主动前来申请,就能逃过当局的事前侦察,这也导致非法工厂林立。”

1990年代,政府因全球工潮和人权趋势而开始重视职场安全问题,认知到过去的方式,最大问题是没有足够的执法人力,涵盖层面也非常有限。于是祭出涵盖面更为广泛的OSHA,将管治范围扩展到各个领域,对环境与工业安全的要求也大大提高,首要重点和成效是将责任,推向雇主,不再一味被动地等执法人员上门监督。

据陈慧君所知,我国早在1950年代就已有管制工厂和劳工安全的法律,早期工业大量采用蒸汽机,气压作业具有高度危险,因而催生了FMA,后来因应而生的OSHA,促使我国的职业安全及健康进入新的里程碑。




着重自我规律与醒觉

“OSHA与FMA的最大不同在于,前者通过详细的法律条规,将职业安全和健康的责任,转向雇主和雇员,着重在自我规律,自我醒觉,自动自发,FMA则仅仅执法层面,内容也不及OSHA来得广。”

她强调,后来新生的OSHA明文规定,每一个领域的每一个业者,都必须做好基本的安全措施,并且各个行业必须聘用拥有专业文凭认证的安全专才,而且必须全职负责公司的安全系统,不能兼顾其他工作或采用其他部门的雇员“兼职”这项专业。


她坦言,我国有关职业安全与职场健康的法律,既多且细,但在执行和协调方面仍严重不足。整体而言,我国雇主和员工的职场安全和健康意识都已提升,反而是政府方面的表现有待商榷。

陈慧君补充,FMA及OSHA理应合二为一,成为完整的一套职场安全法律,但政府曾经讨论后却不了了之,形成两项法律同时存在的情况,许多漏洞和阻碍也迟迟没有解决。




“职业安全及卫生法令”

陈慧君透露,1994年增设“职业安全及卫生法令”后,规定雇主举凡聘用超过5名员工,雇主就必须设定一套安全措施,超过10名员工大公司,必须设立安全委员会。

“这项法令除了将职场安全与健康责任延伸到雇主方面,雇主不只要提供雇员安全的工作环境,也必须负责进入该企业范围的任何人的安全,包括访客、承包商及客户等。”

雇主方面,首先必须有醒觉和行动,认知及重视职场安全,并将这些讯息传达给雇员,培训熟练工人,掌握安全技巧,长期监督职场安全和员工健康,职业病侦测及风险管理,是必然的部分。

“此外,雇员本身也必须自觉自律,遵守公司的安全条规。”




4个主要层面

尽管各个领域都有不同的风险和安全措施,但趋向专业与系统化的职场风险管理,一般有4个主要层面———革除(illumination)、工程管理(engineering control)、行政管制(administration)、个人保护措施(PPE,Personal Protective Equipment)。

隔除/隔离损害:在矿业、建筑、隧道工程、制造业及其他涉及黑尘、毒害、易染物、爆炸物及烧焊等污染物和高危的工业,隔除致病及长期影响健康的有害物质和危险。

工程管理:包括隔离噪音、隔离黑尘等物质,比如煤矿厂最普遍的尘肺病。

行政管制:包括培训、操作规范、执行、会议等等(人为治理及执行)

个人保护措施 : 防护罩、防护衣、防护手套、高空工作的防护设备等等。

Malaysia Korea IT Business Meeting at Pullman Hotel, Kuala Lumpur on Bluetooth Beacon

I am at Pullman Hotel, Kuala Lumpur to attend Malaysia Korea IT Business Meeting on 25 September 2017. This meeting is by invitation only.
This is first time I encounter a software apps using Bluetooth Beacon is a hospital and healthcare environment. 
Our company researching Bluetooth Beacon technology after that meeting despite we already have a Mobile QMS in our portfolio. But that mobile apps without utilizing Bluetooth Beacon technology.

It seem many company including Apple, Google, HP have venture into Bluetooth Beacon technology. Facebook also claim to give out free Bluetooth Beacon but seem have to queue.

Unless it is interactive like Mobile QMS. It seem it is a bit intrusive to boardcast your url to stranger handphone. Maybe and Official Account on Wechat should be a best place to start for such interactive marketing method.

Thank you for repeated order of Queue Management System ( QMS ) by Matt Barber Shop

Matt Barber Shop of Kuala Terengganu has order a Queue Management System ( QMS ) for their Bukit 
Tunggal branch at September 2016.








In less than a year. we received a repeated order from Matt Barber Shop of Kuala Terengganu again, this time for their branch at Padang Midin.

While it Display remain unchanged, with customized logo on top.

We have change the colour of touch screen MCU  to become red this time.
Fortunately, we managed to deliver before Hari Raya. On the last day before Hari Raya holiday. There is full house at their 9.45pm to 11.00pm session. See below of photo from their facebook.

Case study : KB Online at Kota Belud, Sabah replaced number tag with Queue Management System ( QMS )

Nature business of KB Online  at Kota Belud, Sabah including Astro / NJOI retailer, ticketing agent of AirAsia and MAS, Zurich Insurance Agent, and even can pay saman of DBKK. 


The various type of services and number of services required the company to issue number tag to organised the queue of customer daily.



The company required to collect back the number tag from customer everyday and arranged the number in sequence for the following day. 


It become a hassle & challenge as sometime customer never return the tag, or sometimes they spoilt the tag. Then, the company required to constantly wasted money to replace the tag.



Initially, the company exploring to replace the tag with just a QMS printer



After some discussion, the company decided to replaced it with whole set of Queue Management System ( QMS) eventually.




As the company have number of services like Astro / NJOI retailer, ticketing agent of AirAsia and MAS, Zurich Insurance Agent, and even can pay saman of DBKK. The company want to customized it ticket to alpha numeric to separate it services available

However, the company do not want company name and logo on it ticket to save paper to promote green environment.
The company fully use our 4 touch screen button for maximum 4 type of services.

Congratulations on the opening of new warehouse by Tan Boon Ming Sdn Bhd

Chain electrical appliance retailer Tan Boon Ming Sdn Bhd ( TBM )open new warehouse on 13 May 2017.
